The process runs on every code change. It checks for new skills, changed descriptions, or removed entries. Then it adjusts the Available Skills list and the plugin configuration accordingly.
For internal repository use only, this maintainer skill should not appear in the public list. Its purpose is to keep everything in sync and prevent stale information.
